John Borges

Bruce Brown

Bruce Brown joined CAP as a Maryland Wing cadet in 1981. He served on his unit’s ground team and completed Phase IV (Achievement 15) as a Cadet Lieutenant Colonel. He participated in numerous ground searches and crash-site details, as well as serving as an instructor at Maryland Wing’s (then) Ground Team Academy.

He turned senior member at age 21 and served as a squadron commander in Maryland, Oklahoma, and New Jersey Wings from 1987 through 1996. He also taught extensively at Level I, SLS, CLC, and Commanders’ Course activities in New Jersey. He holds a master rating in Professional Development, and is a private pilot.

In 1999, he was assigned to the New Jersey Wing staff as an assistant safety officer where he remained until his transfer to Massachusetts Wing’s Hanscom Composite Squadron in 2005. Lt Col Brown has completed Level V in the senior member training program and has earned numerous CAP awards, to include: Commander’s Commendation, Wilson Award, Garber Award, Loening Award, Find Award, as well as Encampment and Recruiting ribbons.

Concurrent with his CAP volunteer service, Lt Col Brown went on active-duty in 1987 as an Air Force officer. He attended Undergraduate Navigator Training and subsequently flew KC-135 and C-141 aircraft as an Instructor Navigator. Lt Col Brown has served the Air Force as a Chief of Wing Safety with the 65th Wing at Lajes Field, Azores and is a qualified Air Force Flight Safety Officer and accident investigator. He is a graduate of the Air Force’s (and Southern California Safety Institute’s) Aircraft Mishap Investigation Course, and has investigated numerous minor Air Force flight incidents and served as lead investigator for one major C-130 flight mishap. He has also investigated several traffic mishaps and industrial accidents involving government personnel.

Lt Col Brown lives at Hanscom Air Force Base, near Bedford, Massachusetts. He is married to the former Jenny Lindwall of Vincentown, New Jersey and they have two daughters: Katherine and Elizabeth.

Roysetta Bruner

Lieutenant Colonel Roysetta Bruner joined Lebanon (Pennsylvania) VFW Cadet Squadron 307 in 1976. She was appointed as the squadron's Public Affairs Officer and was honored that year as National Public Affairs Officer of the Year. She served as squadron commander, as commander of Group 30 and later Group 2 in Pennsylvania Wing, and as wing Director of Cadet Programs.

In October 2001 she joined Northeast Region Staff as DCS for Cadet Programs She holds a master rating in public affairs.

She has received the meritorious service award and the Paul E. Garber award The Adjutant General of Pennsylvania has awarded her the Pennsylvania Commendation Medal four times for her support of the youth programs of the Pennsylvania National Guard.

Edward Burns

Lt Col Burns got involved in CAP in July 1981 when his daughter, then a cadet, told him her squadron needed more Senior Members. In 1982 he became the Commander of the Lone Eagle Comp Sqdn, a position he held until April 1988. He then joined Group 221 as Deputy Group Commander and held that position until 1994. As demands for his time increased because of his responsibilities at work, he became Group Finance Officer and in 2002, Group IG until the end of 2006 when he retired and moved to Maine.

Lt Col Burns holds Master ratings in Finance and Administration and currently a Senior rating in IG. He is a licensed Private Pilot and was an Air Crew member as an Observer in 1986 when Northeast Region won the National SAR Competition at Whiteman AFB.

He is a graduate of St. Peter's College with a BS in Chemistry and also earned an MBA (Management) from Fairleigh Dickinson University. He spent 36 years in IT-related positions with IBM, Beneficial Corporation, International Paper, Warner Lambert and the CIT Group from which he retired as Sr. Vice President of Global Infrastructure Services.

He served on active duty in the Army from 1964 - 1968. His assignments included Firing Platoon Leader, 5th Battalion, 73rd Field Artillery (Sergeant Missile) (Germany), Commander, Nurnburg Equipment Maintenance Center (Germany) and General Staff Officer, 1st Logistical Command HQ (RVN). He was awarded a Bronze Star and an Army Commendation Medal. He is also the 2nd Vice Commander of American Legion Post 157 (ME) and a member of the Maine Troop Greeters. He and his wife Pat now reside in Stockton Springs, ME

Bryan Cooper

Colonel Bryan Cooper joined CAP in 1975 as a cadet in the East Providence Squadron, Rhode Island Wing. He progressed through the cadet program to the grade of Cadet Lieutenant Colonel and was selected as the Rhode Island Cadet of the Year.

As a senior he has served in 13 wing staff positions. He was appointed Wing Commander of Rhode Island Wing in 1993. He is rated in 11 specialty tracks and has served in four positions on region staff. At the national level he served as Director of National Staff College. He is qualified in thirteen emergency services specialties and wears the ground team and observer badges. He is credited with 27 "finds."

Currently he serves as the Deputy Chief of Staff for Professional Development and the NERHQ MLO.

Joan Coughlin holds a Psy.D. degree from the California Coast University and holds numerous licenses and professional certificates. She is currently in private practice.

Colonel "Skip" Guimond went to college as an Army ROTC cadet at Virginia Polytechnic Institute and State University in Blacksburg, Virginia. He graduated with a degree in mechanical engineering and was commissioned a second lieutenant of infantry. He served stateside assignments prior to assignment to the Americal Division in the Republic of Vietnam. During his service in the Army he was awarded the Bronze Star and numerous other decorations. Colonel Guimond joined CAP in 1980 and has served as check pilot, squadron and group safety officer, group commander, wing vice commander, commander of Pennsylvania Wing (1994-1995), and commander of Northeast Region (1995-1999). He has been awarded the Distinguished Service Medal with clasp, the Commander's Commendation, and numerous others. He is a command pilot with over 3,000 flight hours, an active FAA certificated flight instructor, and an FAA Aviation Safety Counselor As a glider pilot and glider flight instructor, he has been involved in several National Flight Academies (Glider Track).

Frederick Herbert

Colonel Fred Herbert is a past commander of the Connecticut Wing and has also served the Maryland Naval Militia, Army of the United States, Civil Air Patrol, Maryland ANG, USAF, and the Coast Guard Auxiliary. He received commendations from the Army for contributions in the retrofit of electronic equipment during the Korean War, and from the Air Force for service in Libya, North Africa, in 1957.

He holds a Commercial Pilot certificate and has been a CAP Mission pilot continuously since 1981. He serves as an FAA Aviation Safety Counselor and Aerospace Education Counselor. Colonel Herbert retired from Eastern Connecticut State University where he served as an Administrative Dean.

Bill Houting

Lt. Col. William (Bill) Houting began his CAP career in December of 1993 at the Albany Senior Squadron. He has served in the positions of Squadron Communications Officer, Mid-Eastern New York Group Communications Officer and New York Wing Assistant Director of Communications as Training Officer and Net Control Officer. He is married (wife Cindy) and currently resides in Loudonville, New York.

Lt. Col. Houting is a qualified Mission Observer/Scanner, Mission Staff Assistant, Mission Radio Operator, Certified NYW Radio Operator Authorization Instructor, and Amateur Radio Operator with Amateur Extra Class rating - Call Sign N2YWE and American Radio Relay League Registered Instructor. He is a retired member (32 years) of IBEW Electricians Local 724/236 of Albany, New York.

Peter Koch

Lieutenant Colonel Peter Koch joined CAP in New York City in August 1980. He was active through May 1986 and rejoined CAP in March 1989. He holds master ratings in the Inspector, Finance, and Emergency Services tracks; a Senior rating in the Command track; and Technician ratings in the Administration, Standardization-Evaluation, Communications, Aerospace Education, and Plans & Programs tracks.

He completed his Gill Robb Wilson award in 1995 and served as New York Wing Inspector General before joining the Northeast Region Staff in 2001. He attended National Inspector General College in 2000 and served on staff in 2002 and 2004. His past units include Falcon Squadron, Queens Group, Brooklyn Group, Leonard Legion Cadet Squadron, New York City Group, and New York Wing.

On a personal note Col Koch has will be married this October 2nd 2006 for 30 years to the former Maria Elisa Clayton. They have 4 children, 3 daughters and 1 son. Their oldest daughter is active duty Air Force stationed at Whiteman AFB as a SSgt..

James Linker

Col. Jim Linker serves both as Northeast Region's Vice Commander-North, and, on National HQ Staff as the Volunteer Director of Emergency Services. He formerly was the Director of NER's Counter Drug Program, and served on the National HQ Counter Drug Committee and as NEADS Coordinator.

Col. Linker was the Maine Wing Commander from 1997 to 2002. His other Wing positions include Chief of Staff, Legislative Liaison, IG, and Safety Officer. He was previously Commander, Augusta-Gardiner Composite Squadron.

Col. Linker holds degrees in History, and in Real Estate and Urban Development Planning. He is a former Marine and is retired after 33 years with the Federal Highway Administration.

Col. Linker holds a Commercial pilot license with instrument rating in airplanes and seaplanes with over 2,600 flight hours logged. He is also a glider pilot. As a CAP Mission Pilot, Mission Check Pilot, CD and Orientation Pilot, and Incident Commander, Col. Linker has participated in CAP Missions for America at the Squadron, Wing, Region and National level.

Dr. Middlestead is a pediatric psychologist in private practice in central Pennsylvania. He received his doctorate in human development from the University of Maryland Institute of Child Study. In addition, he holds a master’s degree in vocational psychology and an MBA. He earned his undergraduate degree from Penn State where also earned his commission as an ROTC officer (Field Artillery). He holds ES ratings as a Mission Observer (NESA) and Ground Team Member (Hawk Mountain). He completed NER Staff College and earned his Garber in 2005. In addition to his other duties, he is a squadron commander and coordinator for CISM in the PA Wing.

Constance O'Grady

Lieutenant Colonel Connie O'Grady joined Civil Air Patrol in 1983 soon after receiving her private pilot certificate. She was appointed Public Affairs Officer for the Raritan Valley Composite Squadron and earned her Mission Scanner and Mission Observer qualifications.

She worked at New Jersey Wing as Assistant to the Director of Operations from 1985 to 1988. She has served on the Northeast Region staff as Assistant Counter Drug Officer, Counter Drug Officer, and Public Affairs Officer. In 2001 she was the NER Representative to the National Staff College Alumni Association, and was elected Vice President of the association in 2002.

John O'Grady

Lieutenant Colonel John O'Grady joined CAP in 1983. He has become qualified as a pilot, scanner, observer, ground team leader, and cadet orientation pilot before becoming NER assistant public affairs officer in 2002, he served as deputy squadron commander, squadron ES officer, squadron communications officer, and region safety officer He holds a master rating in Safety.

Gene Pfeiffer

Lieutenant Colonel Gene Pfeiffer was "drafted" into CAP in November of 1974, as member of Suffolk Cadet Squadron 9. Within three years he took over as Commander of Suffolk Cadet Squadron Nine, then two monthslater was reassigned as commander of Suffolk Cadet Squadron Five. He served as Communications Officer at Suffolk County Group and qualified as a SAR pilot and a Cadet Orientation Pilot He served as Director of Communications for New York Wing before transferring to Northeast Region Staff as Assistant DC/Technical Officer. He was appointed NER DCS of Communications 8 years later.

James Porter

Lt Col James Porter joined the Lantana-Lake Worth Composite Squadron in Florida in January 1964 as a cadet. He advanced through the Cadet program achieving the Ira C. Eaker Award, the next highest award in the cadet program and attaining the rank of C/Lt Col While a cadet, he attended the National Flying Encampment - Glider in 1966, and the power encampment in 1967, and attained his Private Pilot Certificate for Glider and Single Engine Land, respectively. He went on to attend Embry Riddle Aeronautical University in Daytona Beach, FL and has earned numerous other FAA ratings including his A&P Mechanic Certificate; Turbo-Jet Flight Engineer Certificate; Sr. Parachute Rigger Certificate; and Certified Flight Instructor Certificate with airplane single and multiengine, instrument-airplane, and glider endorsements. He is a CAP Command Pilot with almost 7,000 flight hours. As a search and rescue pilot, he has flown numerous actual CAP missions and has earned the SAVE ribbon. He owned and operated his own Glider/Soaring business in Laconia, NH for two years. He served in the USAF from 1969 through 1973 seeing duty in Korea and Thailand, and then in 1986 re-enlisted in the USAFR as a Flight Engineer on the C-141B Globemaster serving at Charleston, SC and Andrews AFB, MD and attaining the rank of E-6. Lt Col Porter holds an Airline Transport Pilot license, with multi-engine land rating and has LR-JET, CE-500, BA-3100 and BA-4100 Type ratings.

Donald Prouty

Colonel Don Prouty serves as the Northeast Region Deputy Chief of Staff for Operations and is on the National Headquarters Staff as the FEMA Coordinator. In addition, he formerly served as the Region Director of Finance.

Col Prouty served as the Northeast Region Vice Commander continuously from 1992 under four successive commanders until assuming command of the NER in 1999. Previously Col Prouty served as the Massachusetts Wing Commander from 1986 to1990 and as the NE Region Safety Officer under the Command of Col Edgar Bailey and Col John Bertoli. Col Prouty was a member of Camp Curtis Guild Squadron where he held the Aerospace Education position.

Enlisted in the US Air Force in 1957, Col Prouty served as an Air Traffic Controller in Europe. In 1961 he received his commission and navigator rating when he graduated from the USAF Aviation Cadet Program, then went on to fly F-89J (Scorpion) and KC-135 (Stratotanker) aircraft while on active duty. In 1966 Col Prouty left the active service to join Eastern Air Lines where he flew the L-1049 (Constellation), Douglas DC-9 and A-300 Airbus. During his employment with Eastern, he continued to serve through the Air Force Reserve (C-124) and finally with the New Hampshire Air Guard (C-97, C-124, C-130, KC-135) until his retirement in 1979 as a Major.

Col Prouty has been instrumental in conducting many NEADS Homeland Security over-water missions. He has worked closely with the FAA during extended SAR missions and credited with locating missing aircraft through NTAPs (the National Track Analysis Program). He is a graduate of the AFRCC Inland SAR Course and the Canadian Air Force Search Masters Course.

As a Command Pilot with over 13,000 hours, Col Prouty has been involved with the Advanced Technology initiatives and participated with the AT Academies, many National Flight Academies and North East Air Defense missions. He was awarded the Gill Robb Wilson achievement in 1995 and received the Distinguished Service Medal.

James Ray

Captain Jim Ray (a.k.a. Master Sergeant James A. Ray, USAF (Ret.) was a Reserve Assistance Non Commissioned Officer for the CAP New York Wing and joined the Staff of the Northeast Region after retiring from the Air Force. Prior to his affiliation with Northeast Region, he was assigned to the CAP New York Liaison Office at Stratton ANGB, New York. His responsibility was to advise and assist the New York Civil Air Patrol Wing to ensure the capability of the Civil Air Patrol to perform missions assigned to it by the Air Force and function as a liaison between CAP, USAF and other Department of Defense agencies.

Ray enlisted in the USAF in October 1962 and graduated from Aerospace Ground Equipment Repair School in June 1963. He was assigned as a Ground Equipment Repairman to the 1611th Field Maintenance Squadron, McGuire AFB, NJ. He is a Vietnam War veteran, serving from April 1965 until April 1966, assigned to the 37th Consolidated Aircraft Maintenance Squadron at Nha Trang Air Base, Republic of South Vietnam. After leaving the Air Force, Ray transferred to the New York Air National Guard, assigned to the 106th Air Refueling Group, Floyd Bennett Field, New York as a Ground Equipment Repairman. He was reassigned to the 102nd Air Rescue and Recovery Squadron, Suffolk County Airport, NJ as a C-130 maintenance technician in June 1970. Master Sergeant Ray then transferred to the 9004th Air Reserve Squadron (ARPC), Denver, Colorado in June 1988, where he presently serves in the CAP Reserve Assistance Program.

He is a graduate with an Associate of Arts and Science Degree in Aircraft Maintenance from the College of Aeronautics, Flushing, NY in June 1970. He earned a Bachelor of Science Degree in Education in June 1980 from the City University of New York and is presently working toward a Masters Degree in Technology at the City University of New York. Ray also holds an FAA airframe and powerplant certificate. Professionally, he teaches airframe and powerplant maintenance at a certified FAA Part 147 facility at the secondary school level.

James Ridley

Capt James A. Ridley, Sr. has been a member of C.A.P. since April of 2004 when he and his son James joined the Col Francis S. Gabreski Squadron, in Patchogue, NY. Since that moment he has served as the squadron's Deputy Commandet of Cadets, Cadet Programs Officer and PAO under the command of Maj Louis Fenech, Jr. In December of 2004 he agreed to take on additional duty and become the Long Island Group's PAO and CPO as well and is currently serving since the Fall of 2007 as the NER PAO.

To date he has received the Meritorious Service, Unit Citation, Membership, Leadership, Red Service and Find, Senior Recruiter, Encampment ribbons and the Yeager Aerospace Education and Groening Awards. In addition he has earned the Master Rating in cadet programs and is E/S qualified (GTL & MS). He has attended the SLS, CLC and TLC Seminar and has taught at an SLS, CLC and directed a TLC Seminar, CLC, UCC and PAO Workshop. Jim was awarded the 2006 NYW Cadet Programs Officer and the 2005 NYW PAO of the Year Awards as well as the 2005 & 2006 Col Francis S. Gabreski Senior Member of the Year Award.

Captain Ridley is a product of the United States Army's R.O.T.C. program at both Hofstra University and Brooklyn Polytech and was a platoon leader in the 1980's in the U.S.A.R.'s 423rd MP Company, 77th A.R.C.O.M.

Captain Ridley earned a B.S. in Computer Science from SUNY College at Old Westbury and an M.S. in Technological Systems Management from SUNY at Stony Brook. Besides C.A.P, Jim volunteers his time to the South Shore Youth football program as coach, football commissioner and board of director and is president/vice-chairman of his military fraternal alumni organization, the Pershing Rifles, Co. Q-8. He is a Systems Engineer by trade and resides in Holtsville with his wife and two children.

Colonel Lloyd Sturges served as Squadron Commander 399th Composite Squadron Danbury Connecticut for 12 years, while also serving Connecticut Wing as Emergency Services Training Officer. Served as Connecticut Wing Commander 1993 through 1996. Joined Northeast Region Staff as Director of Emergency Services, then Director of Operations. Now serving the Northeast Region as Director of Professional Development and additional duty to Connecticut Wing as Director of Emergency Services.

Joined the Connecticut Army National Guard 1953 while still in High School became active Army serving at Fort Sill Oklahoma. Attended OSC and was commissioned a 2nd Lt in 1959. Honorably discharged as a 1st Lt in 1964.

Craig Treadwell

Col Craig Treadwell joined Civil Air Patrol (CAP) in 1989 to get some flying time. He soon became involved with the Cadets at the local squadron and has been heavily involved with Cadet Programs ever since.

Col Treadwell started as a Logistics Officer, then the Administrative Officer in the Cumberland County Composite Squadron in Portland, Maine. When the Squadron needed a Deputy Commander of Cadets he stepped up and volunteered to work with the youth where he has always been comfortable. Changes came about in the Squadron and Col Treadwell became the Squadron Commander.

As the Maine Wing leaders watched Col Treadwell work in the Squadron they asked him to come to Wing Headquarters to work as a Cadet Programs Development Officer. Then he became Chief of Staff to the Wing Commander and naturally moved into the Wing Commander Position when a vacancy came about.

After serving a full 4 year term as Maine Wing Commander, Col Treadwell was asked to serve as the Maine Wing Director of Cadet Programs.

Col T, as he is referred to throughout CAP, has worked in cadet programs for over 15 years. He has made many trips to Rhode Island to Region Cadet Competitions with Maine Wing cadets. He has successfully run Wing Cadet Competitions every year since 1991.

In 1990 he was asked to be Encampment Commander at Maine Wing Encampment where he has served every year since.

In 1999 The Northeast Region Commander asked him to run a National Flight Academy in MA which he did the week after finishing the Wing Encampment.

Col Treadwell obtained his Private Pilot License in 1992. He is a rated mission pilot, scanner, and Observer. He attended The Ground Search and Rescue School, AFRCC SAR Management Course, National Inland Search and Rescue School.

Col T has both attended and taught Squadron Leadership School, Corporate Learning Course and the Teaching Leaders of Cadets Course. He attended the Northeast Region Staff College, National Staff College, and National Commanders Course.

Under the direction of Col Treadwell, Maine Wing Cadets Program has developed the following annual activities, the Military Ball, Airman Academy, NCO Academy, Officer Academy, Honor Guard Academy, Winter Survival School, and NER RCLS

Col Treadwell spends many hours working with cadet programs. Cadets and seniors who have worked with him will tell you he is dedicated to the Civil Air Patrol Cadet Program. When given the chance he will spend time talking about the great benefits of the Civil Air Patrol Cadet Program and its value to America and its future leaders.

In the fall of 2005 he was called as the Northeast Region Deputy Chief of Staff for Cadet Programs. He continues serving as the Maine Wing Encampment Commander and is working with the Maine Wing DCP on an exchange program with a squadron of Royal Air Cadets from Scotland to attend an Encampment in Scotland. The Scottish cadets and escorts were guests at the 2005 Maine Wing Encampment.

He is married to Lt Col Sheryl Treadwell. The have 8 children and 7 grandchildren. When he is not busy with CAP Col T spends his time working as an accountant, mortgage specialist, and computer instructor.

Ronald Volungus

Ron Volungus joined CAP in October of 1991 as a member of Schenectady Composite Squadron (NY-073), New York Wing. There, he was active and quickly qualified as a Cadet Orientation Pilot and Mission Pilot. While attached to the Squadron, he served in many positions, such as Squadron Emergency Services Officer, Squadron Operations Officer and Group Aerospace Officer. In 1995, he transferred to Group Staff, there serving, as Group Safety Officer, Group Deputy Commander and Group Commander. In November of 2000, he was promoted to Lt Col. As a collateral duty, he served on Wing Staff as the Liaison between CAP and the Coast Guard Auxiliary. In March of 2006, he transferred to Region Staff as the Liaison between CAP and the Coast Guard Auxiliary.

He is active in Emergency Services. Qualified as an Incident Commander-Level two, Command Pilot, Mission Pilot, Mission Check Pilot Examiner and CD pilot. Participated in: The Missouri Floods (1993), Northern New York Ice Storm (1998), The Kennedy Search (1999), and the World Trade Center Disaster (2001). Serving since 2001 as a Flight Instructor at the Mission Aircrew School of the National Emergency Services Academy.

Also active as a FAA Safety Councilor, and EAA Young Eagles Pilot, and the local Citizen Corps Council.

Eldon Vosseller

Lieutenant Colonel Eldon Vosseller is a flight instructor in airplanes and gliders, and serves as a check pilot in New Jersey. He has instructed at National Flight Academies in both powered aircraft and gliders.

Van Don Williams

Chaplain Van Don Williams joined CAP in 1984 as a Finance Officer for the Academy Aeronautics Cadet Squadron of New York Wing. In 1998, he was appointed as Moral Leadership Officer for Academy squadron and did additional duty as MLO for August Martin Cadet Squadron. In 1999, Van Don became a CAP Chaplain and assumed the duties of Group Chaplain for New York City Group.

In Oct, 2001, he was assigned to the New York Wing staff as Wing Chaplain where he recruited and trained 10 chaplains and 20 Moral Leadership Officers since 2001. In 2002, Chaplain Williams became the first CAP Chaplain to graduate from a USAF sponsored Ethical Leadership course. In addition, Chaplain Williams also provided CISM training for NY Wing members in preparation for a Wing CISM team.

Chaplain Williams has completed Level V in the senior member training program and has earned numerous CAP awards, which include:

First CAP National Video, “Everyday Heroes”, Life Saving Award with Silver Star, Wilson Award, Garber Award, Loening Award, as well as Encampment and Recruiting ribbons.

Currently he serves as the Northeast Region Chaplain as well as Director of the NER Critical Incident Stress Management Program.
