David Belcher
NER Director of Safety
Lieutenant Colonel David
Belcher joined CAP in 1981 as a member of the Minuteman Squadron
in Norwood, MA. He was the unit's Standards and Evaluation Officer
as well as a Check Pilot. He transferred to Massachusetts Wing Headquarters
in 1983 and served for over 20 years in several areas including
Air Operations Standards and Evaluations, Plans and Programs (CAP-MAP
officer), Chief of Staff, Vice Commander and Wing Inspector General.
He was appointed NER Director of Safety in Oct 2002.
Lt Col Belcher was in the US Navy from 1962 to 1965. He attended
Naval Electronics school in Great Lakes NTC and served on the USS
Preston DD795 during two tours of SE Asia including participation
in the Tonkin Gulf incident.
As an Avaition Safety Couselor for Boston FSDO, he helped integrate
safety subjects into Pilot training and review processes. Lt Col
Belcher was an active member of the Massachusetts Wing Operations
Review team. As CAP-MAP Officer (old program), he provided tools
and leadership that brought MAWG from 47th in the nation to 2nd
in the NER and 4th in the nation. He received numerous Commander's
Commendations for outstanding duty performance and support of various
specific CAP activities. The Exceptional Service award was presented
for outstanding performance as MAWG/IG. Lt Col Belcher holds a masters
rating in Air Ops (Current Ops now), Standards & Evaluation and
IG. He has completed requirements for Senior rating in Safety and
is currently working on a Master rating. He is a holder of a Commercial
Pilot Certificate with SEMEL and SES ratings. He is an Instructor
for SE, ME and Instruments. He is a fully qualified and active IC
in MAWG. He is a Boston FSDO ASC and charter board member of the
Aviation Safety Group of Massachusetts which works in conjunction
with FAA to provide timely Safety information to the flying public
via seminars and a web site [www.airsafety.org].
He has conducted or served as instructor at many CAP Flight Clinics
and Safety Down Days as well as the Check Pilot refresher course.

Roysetta Bruner
NER Deputy Chief of Staff for Cadet Programs
Lieutenant Colonel Roysetta
Bruner joined Lebanon (Pennsylvania) VFW Cadet Squadron
307 in 1976. She was appointed as the squadron's Public Affairs
Officer and was honored that year as National Public Affairs Officer
of the Year. She served as squadron commander, as commander of Group
30 and later Group 2 in Pennsylvania Wing, and as wing Director
of Cadet Programs.
In October 2001 she joined Northeast Region Staff as DCS for Cadet
Programs She holds a master rating in public affairs.
She has received the meritorious service award and the Paul E.
Garber award The Adjutant General of Pennsylvania has awarded her
the Pennsylvania Commendation Medal four times for her support of
the youth programs of the Pennsylvania National Guard.

Fredrick Camenzind

Colonel Fred Camenzind
started his CAP career in 1968 as a communications officer for a
Pennsylvania squadron. He holds a master rating in communications
and cadet programs, and served as commander of the Northeast Region
Communications School for several years. He served as commander
of New Jersey Wing from March 1987 through December 1991, and was
awarded the Distinguished Service Medal upon completion of his command.
He joined Northeast Region staff in 1992 and He has served as Communications
Officer, Cadet Programs Officer, for Northeast Region, and currently
serves as Vice Commander

Bryan Cooper
Director of NER Staff College
Colonel Bryan Cooper joined
CAP in 1975 as a cadet in the East Providence Squadron, Rhode Island
Wing. He progressed through the cadet program to the grade of Cadet
Lieutenant Colonel and was selected as the Rhode Island Cadet of
the Year.
As a senior he has served in 13 wing staff positions. He was appointed
Wing Commander of Rhode Island Wing in 1993. He is rated in 11 specialty
tracks and has served in four positions on region staff. At the
national level he served as Director of National Staff College.
He is qualified in thirteen emergency services specialties and wears
the ground team and observer badges. He is credited with 27 "finds."
Currently he serves at the NER Plans and
Programs Officer as well as Director of the NER
Staff College and Special Assistant to the National Chief of
Chaplains.

Joseph Guimond
NER Glider Program Officer and Check Pilot
Colonel "Skip"
Guimond went to college as an Army ROTC cadet at Virginia Polytechnic
Institute and State University in Blacksburg, Virginia. He graduated
with a degree in mechanical engineering and was commissioned a second
lieutenant of infantry. He served stateside assignments prior to
assignment to the Americal Division in the Republic of Vietnam.
During his service in the Army he was awarded the Bronze Star and
numerous other decorations.
Colonel Guimond joined CAP in 1980 and has served as check pilot,
squadron and group safety officer, group commander, wing vice commander,
commander of Pennsylvania Wing (1994-1995), and commander of Northeast
Region (1995-1999). He has been awarded the Distinguished Service
Medal with clasp, the Commander's Commendation, and numerous others.
He is a command pilot with over 3,000 flight hours, an active FAA
certificated flight instructor, and an FAA Aviation Safety Counselor
As a glider pilot and glider flight instructor, he has been involved
in several National Flight Academies (Glider Track).

Dale Hardy
NER Vice Commander-North
Colonel Dale Hardy joined
in 1977. Starting in Alaska, he transferred to New Hampshire in
1980. He has held Wing Safety, Emergency Services, Deputy Commander,
and Commander positions in New Hampshire. Currently NERCV North.
He is a current mission pilot and IC.
Col Hardy joined the United States Air Force in 1960 as a 2nd Lt.
He got wings in 1961 and flew helicopters C-130s and KC-135s. Col
Hardy retired in 1980 as Lt Col.
Col Hardy as earned Commanders Commendations, the Yeager Award and
the Wilson Award.

Fredrick Herbert
NER Historian
Colonel Fred Herbert
is a past commander of the Connecticut Wing and has also served
the Maryland Naval Militia, Army of the United States, Civil Air
Patrol, Maryland ANG, USAF, and the Coast Guard Auxiliary. He received
commendations from the Army for contributions in the retrofit of
electronic equipment during the Korean War, and from the Air Force
for service in Libya, North Africa, in 1957.
He holds a Commercial Pilot certificate and has been a CAP Mission
pilot continuously since 1981. He serves as an FAA Aviation Safety
Counselor and Aerospace Education Counselor. Colonel Herbert retired
from Eastern Connecticut State University where he served as an
Administrative Dean.

Peter Jensen

Major Peter Jensen
joined CAP in 1998. At Prince William Composite Squadron in Manassas, Virginia, he served as finance officer, historian, and webmaster. He is also a CAP transport pilot and aircraft owner.
Major Jensen joined the U.S. Foreign Service in
1980. Past assignments include Brussels, Johannesburg,
Taipei, Ankara, The Hague, and Geneva. He is currently
assigned to the United States Mission to the UN in New
York.

Peter Koch
NER Inspector General
Lieutenant Colonel Peter Koch joined
CAP in New York City in August 1980. He was active through May 1986
and rejoined CAP in March 1989. He holds master ratings in the Inspector,
Finance, and Emergency Services tracks; a Senior rating in the Command
track; and Technician ratings in the Administration, Standardization-Evaluation,
Communications, Aerospace Education, and Plans & Programs tracks.
He completed his Gill Robb Wilson award in 1995 and served as New
York Wing Inspector General before joining the Northeast Region
Staff in 2001. He attended National Inspector General College in
2000 and served on staff in 2002 and 2004. His past units include
Falcon Squadron, Queens Group, Brooklyn Group, Leonard Legion Cadet
Squadron, New York City Group, and New York Wing.

James Linker

Colonel James Linker has
served in anumber of positions to include Suqadron Commander for
the Augusta-Gardiner Composite Squadron; Legislative Liaison, Chief
of Staff, and Wing Commander for Maine. He has also served as the
NER Counter Drug Director and NEADS Coordinator
Col Linker served in the United States Marine Corps from September
1966 to October 1968.
Col Linker is a Mission Pilot, Mission Check Pilot, CD Pilot, and
Orientation Pilot. He has been awarded the Distingushed Service
Award in September 2002.

Mary Lynch

Lieutenant Colonel Mary Emeline
Twomey Lynch joined CAP in 1978 and has served on Northeast
Region Staff since joining. She has served as Assistant DCS of Aerospace
Education, DCS of Senior Training, and Region Chief of Staff She
served as deputy director of the National Staff College. She is
the Director Emeritus of the Northeast Region Staff College after
serving 21 years on the college staff, 18 as its director
Her military education includes Academic Instructor and Allied
Officer School, which she attended in 1972 as guest of the Commandant
of the Air University. As a CAP member she completed Squadron Officer
School, Air Command & Staff College, and Air War College. She
has been awarded the Commander's Commendation, the Meritorious Service
Award, and the Exceptional Service Award. Her service to the Air
Force ROTC has earned her the Outstanding Service Award. She holds
the rank of major in the Arnold Air Society and is an honorary colonel
in the Alabama Militia
She retired as dean of Manhattan College (Bronx, NY) where she
is a Professor Emerita of biology. She earned her Ph.D. in Biology
at Fordham University in 1952. Post-Doctoral Studies were completed
at Oak Ridge, Tennessee under the sponsorship of the Atomic Energy
Commission. Her research interests included solid-state docimetry,
hyberbaric oxygen studies, and individual instruction. In 1977 she
earned an M.A. in media studies and in 1980, an M.B.A. Dr. Lynch
was elected to membership in Sigma Xi, Beta Beta, Delta Nu Delta
and Alpha Sigma Lambda honor societies.

Constance O'Grady
NER Director of Public Affairs
Lieutenant Colonel Connie
O'Grady joined Civil Air Patrol in 1983 soon after receiving
her private pilot certificate. She was appointed Public Affairs
Officer for the Raritan Valley Composite Squadron and earned her
Mission Scanner and Mission Observer qualifications.
She worked at New Jersey Wing as Assistant to the Director of Operations
from 1985 to 1988. She has served on the Northeast Region staff
as Assistant Counter Drug Officer, Counter Drug Officer, and Public
Affairs Officer.
In 2001 she was the NER Representative to the National Staff College
Alumni Association, and was elected Vice President of the association
in 2002.

Lieutenant Colonel John O'Grady joined
CAP in 1983. He has become qualified as a pilot, scanner, observer,
ground team leader, and cadet orientation pilot before becoming
NER assistant public affairs officer in 2002, he served as deputy
squadron commander, squadron ES officer, squadron communications
officer, and region safety officer He holds a master rating in Safety.

Gene Pfeiffer
NER Deputy Chief of Staff for Communications
Lieutenant Colonel Gene
Pfeiffer was "drafted" into CAP in November
of 1974, as member of Suffolk Cadet Squadron 9. He served as commander
of that squadron and later of Suffolk Cadet Squadron 5. He served
as Communications Officer at Suffolk County Group and qualified
as a SAR pilot and a Cadet Orientation Pilot He served as Director
of Communications for New York Wing before transferring to Northeast
Region Staff in 19__ as Assistant DC/Technical Officer. He was appointed
NER DCS of Communications 8 years later.

James Porter
NER Glider Program Assistant
Lt Col James Porter joined
the Lantana-Lake Worth Composite Squadron in Florida in January
1964 as a cadet. He advanced through the Cadet program achieving
the Ira C. Eaker Award, the next highest award in the cadet program
and attaining the rank of C/Lt Col While a cadet, he attended the
National Flying Encampment - Glider in 1966, and the power encampment
in 1967, and attained his Private Pilot Certificate for Glider and
Single Engine Land, respectively. He went on to attend Embry Riddle
Aeronautical University in Daytona Beach, FL and has earned numerous
other FAA ratings including his A&P Mechanic Certificate; Turbo-Jet
Flight Engineer Certificate; Sr. Parachute Rigger Certificate; and
Certified Flight Instructor Certificate with airplane single and
multiengine, instrument-airplane, and glider endorsements. He is
a CAP Command Pilot with almost 7,000 flight hours. As a search
and rescue pilot, he has flown numerous actual CAP missions and
has earned the SAVE ribbon. He owned and operated his own Glider/Soaring
business in Laconia, NH for two years. He served in the USAF form
1969 through 1973 seeing duty in Korea and Thailand, and then in
1986 re-enlisted in the USAFR as a Flight Engineer on the C-141B
Globemaster serving at Charleston, SC and Andrews AFB, MD and attaining
the rank of E-6. Lt Col Porter holds an Airline Transport Pilot
license, with multi-engine land rating and has LR-JET, CE-500, BA-3100
and BA-4100 Type ratings.

James Ray
NER Aircraft Maintenance Officer
Captain Jim Ray (a.k.a.
Master Sergeant James A. Ray, USAF (Ret.) was a Reserve Assistance
Non Commissioned Officer for the CAP New York Wing and joined the
Staff of the Northeast Region after retiring from the Air Force.
Prior to his affiliation with Northeast Region, he was assigned
to the CAP New York Liaison Office at Stratton ANGB, New York. His
responsibility was to advise and assist the New York Civil Air Patrol
Wing to ensure the capability of the Civil Air Patrol to perform
missions assigned to it by the Air Force and function as a liaison
between CAP, USAF and other Department of Defense agencies.
Ray enlisted in the USAF in October 1962 and graduated from Aerospace
Ground Equipment Repair School in June 1963. He was assigned as
a Ground Equipment Repairman to the 1611th Field Maintenance Squadron,
McGuire AFB, NJ. He is a Vietnam War veteran, serving from April
1965 until April 1966, assigned to the 37th Consolidated Aircraft
Maintenance Squadron at Nha Trang Air Base, Republic of South Vietnam.
After leaving the Air Force, Ray transferred to the New York Air
National Guard, assigned to the 106th Air Refueling Group, Floyd
Bennett Field, New York as a Ground Equipment Repairman. He was
reassigned to the 102nd Air Rescue and Recovery Squadron, Suffolk
County Airport, NJ as a C-130 maintenance technician in June 1970.
Master Sergeant Ray then transferred to the 9004th Air Reserve Squadron
(ARPC), Denver, Colorado in June 1988, where he presently serves
in the CAP Reserve Assistance Program.
He is a graduate with an Associate of Arts and Science Degree in
Aircraft Maintenance from the College of Aeronautics, Flushing,
NY in June 1970. He earned a Bachelor of Science Degree in Education
in June 1980 from the City University of New York and is presently
working toward a Masters Degree in Technology at the City University
of New York. Ray also holds an FAA airframe and powerplant certificate.
Professionally, he teaches airframe and powerplant maintenance at
a certified FAA Part 147 facility at the secondary school level.

Colonel Lloyd Sturges
served as Squadron Commander 399th Composite Squadron DanburyConnecticutfor
12 years, while also serving Connecticut Wing as Emergency Services
Training Officer. Became Connecticut Wing Commander 1993 tru 1996.
Joined Northeast Region Staff as Director of Emergency Services,
then Director of Operations. Now serving the Northeast Region as
Director of Professional Development and additional duty to Connecticut
Wing as Director of Emergency Service.
Joined the Connecticut Army National Guard 1953 while still in High
School became active Army serving at Fort Sill Oklahoma. Attended
OSC and was commissioned a 2nd Lt in 1959. Honorably discharged
as a 1st Lt in 1964.

Lieutenant Colonel Eldon
Vosseller is a flight instructor in airplanes and gliders,
and serves as a check pilot in New Jersey. He has instructed at
National Flight Academies in both powered aircraft and gliders.
